疫苗作戰─學習越南 The Vaccine War -Experience sharing with Vietnam 『Học hỏi từ Việt Nam ~ Phòng chống đại dịch COVID-19』
自2021年5月14日開始，台灣疫情快速升溫發酵，加快疫苗施打已是刻不容緩，但台灣採購的進口疫苗入台時程仍在迷霧之中，國產疫苗也尚在二期臨床階段，保護力也尚未可知，致使社會、企業及人民終日惶恐不安。
The Covid-19 pandemic quickly spreads across to Taiwan since May 14, 2021, and it is very urgent to speed up the vaccination against the COVID-19. However, the Taiwanese government is facing the dilemma of purchasing vaccines from foreign countries. No one knows when foreign vaccines will be delivered to Taiwan. Taiwan’s own vaccines are still in the second phase of clinical trials. It is not known how protective Taiwan’s own vaccines are. This series of unknowns has made society, businesses, and people feel uneasy.
越南近期也爆發嚴重疫情，甚至出現傳染力更強、病毒複製速度更快的新變異病毒(印度和英國變種混和病毒)，但越南政府應變之快，越南總理范明政(Phạm Minh Chính)在2021年5月26日快速成立了COVID-19疫苗基金，開放民間團體及外國企業，向越南政府提供疫苗購買及生產等各項支持，目標採購1.5億劑疫苗。越南政府更強調將動員所有資源購買疫苗，希望所有國人和企業支持政府快速購買疫苗，包括金錢或採購疫苗管道，更要求相關防疫單位調整法令，一切以快速買到安全進口疫苗為原則，確保人民健康及保護國內經濟產業。
Vietnam also has seen a spike in Covid-19 cases in recent weeks, there has uncovered a new Covid-19 variant combining characteristics of the two existing variants first found in India and the UK. However, the Vietnamese government took a quick response. On May 26, 2021, Prime Minister Pham Minh Chinh has approved a COVID-19 vaccine fund to rally support from local and foreign individuals and organizations for purchase, import, research and production of COVID-19 vaccines. The Government planned to acquire 150 million vaccine doses to cover 70 percent of the country’s population. The fund, directly managed by the Ministry of Finance, welcomes voluntary financial and vaccine aid, assistance and contributions as well as other lawful resources. It is hoped that all citizens and enterprises will support the government to purchase vaccines quickly, including money or vaccine procurement channels. It also requires relevant epidemic prevention units to adjust laws and regulations. In order to ensure people’s health and protect the domestic economy and industry, it is essential to quickly buy safe imported vaccines.

本會於此誠實的告訴台灣人民─越南其實也有國產疫苗，並且已經完成2期臨床人體實驗，正在作第三期實驗階段，大規模人體實驗收案超過上萬人，預計8、9月可以完成，比台灣的國產疫苗研發進度還要快！但是，越南政府要求國產疫苗要符合各項安全標準，才能夠給人民施打。並且啟動採購國外疫苗專利計畫，進行國內代工廠設置，要讓越南人民不只打的到，還有的選！
The Taiwan Lily Justice Association (TLJA) told the people of Taiwan that, in fact, Vietnam also produces the COVID-19 vaccine itself. It has completed the second phase of clinical human trials and is currently in the third phase of the experimental phase. It has participated in large-scale human trials. There are tens of thousands of people, and it is expected to be completed in August or September 2021. The speed of Vietnam’s own production of COVID-19 vaccine has surpassed the speed of Taiwan’s COVID-19 vaccine research and development! However, the Vietnamese government requires that Vietnam’s own vaccines must meet various safety standards before they can be administered to the people. At the same time, the Vietnamese government has also initiated procurement from foreign countries. The COVID-19 vaccine patent plan is to set up a domestic foundry in Vietnam, so that the Vietnamese people not only have the COVID-19 vaccine, but also freely choose the brand to be used.
台灣有2300萬人口，約需要3600萬劑國際認可的安全疫苗(含損耗及緊急儲備)，才能建立起防疫保護網。然而時至2021年6月1日止，台灣卻只有87.66萬劑的進口疫苗!
Taiwan has a population of 23 million and requires approximately 36 million doses of internationally recognized safe vaccines (including wastage and emergency reserves) to establish an epidemic prevention network. However, as of June 1, 2021, Taiwan has only received 876,600 doses of imported vaccines.
本會在此呼籲，台灣政府不要再做【政治防疫】，儘快向越南政府學習
TLJA hereby appeals that the Taiwanese government should stop “putting politics before epidemic management” and learn from the Vietnamese government as soon as possible.
畢竟生命無價，能救一條人命，就一定要救！
